Ok - lets get on with it

1. Open your image, press shift D twice to duplicate your original twice. Close your original and minimize one of your duplicates. Resize your other copy to about 50% and apply seamless tiling using default settings. Minimize and bring up your other copy

2. Add a symmetrical border of 2 - any colour. Click with your magic wand and flood fill with gold. Invert your selection and apply my main pic cutout preset or use the following settings. Deselect

3. Add a symmetrical black border of 2

4. Add another symmetrical border of 2 (any colour), click with your magic wand and flood fill with gold. Deselect

5. Add a symmetrical border of 12. Click with your magic wand and flood fill with the tile we made earlier. Apply a gaussian blur with a setting of 5. Now go to Effects>Texture Effects>Blinds and apply the following settings. Do not deselect

6. Invert your selection and apply my subtle drop shadow preset or use the following settings. Repeat with minus values then deselect

7. Add a symmetrical border of 2 - any colour. Click with your magic wand and flood fill with gold. Invert your selection and apply my subtle cutout preset or use the following settings. Repeat with minus values and deselect

8. Add a symmetrical black border of 2

9. Add another symmetrical border of 2 (any colour), click with your magic wand and flood fill with gold. Deselect

10. Add a symmetrical border of 32, click with your magic wand and flood fill with your background tile. Do not deselect

11. Go to Effects>Artistic Effects>Topography and apply the following settings. Do not deselect

12. Apply Simple filters 'Zoom out and flip', then apply the following inner bevel. Do not deselect

13. Invert your selection and apply the same drop shadow we used last - reapply with minus settings and deselect

14. Add a symmetrical border of 2 - any colour. Click with your magic wand and flood fill with gold. Invert your selection and apply the same cutout we used last. Repeat with minus values and deselect

15. Add a symmetrical black border of 2

16. Add another symmetrical border of 2 (any colour), click with your magic wand and flood fill with gold. Deselect and we're all done!
