OK - lets get started
1. Open your image, press shift D to duplicate then close your original. Duplicate your copy again, resize this copy to about 200 x 200 pixels then apply seamless tiling using the default settings. Minimize.
2. Now we'll frame your other copy :) Add a symmetrical border of 2 - any colour not in your graphic. Click with your magic wand then flood fill with a dark colour from your graphic (note the numbers of this colour because we're going to use them a fair bit). I used #102C52 . Do not deselect
3. Go to effects>texture effects>sculpture and change your settings to match mine (the light colour is from my graphic - if your image isn't blueish, then you may have to change this colour). Do not deselect
4. Invert your selection then apply my main pic cutout preset (cutout 1), changing the colour to your chosen dark colour - I applied this cutout 3 times to get the effect I wanted, so play with this a little. Deselect
5. Add a symmetrical border of 12, again any colour not in your graphic, click with your magic wand then flood fill with the tile we made earlier. Now apply gaussian blur with a radius of 5, then add noise using the settings below. Do not deselect
6. Apply the following cutout (cutout 2), repeat with minus values. Do not deselect
7. Apply the following cutout (cutout 3). Deselect
8. Add a symmetrical border of 2 - click with your magic wand then flood fill with your dark colour, apply the same sculpture we did before. Deselect
9. Add a symmetrical border of 32 - any colour, click with your magic wand and flood fill with the tile we made. Apply gaussian blur using the same settings we used before, now add the same cutout we used last (cutout 3), apply again with minus values. Do not deselect
10. Apply VM-Natural's Splash with the following settings NOTE your dialogue box may not look the same as mine, mine is imported into Filter Factory. Do not deselect
11. Apply cutout 3 again - repeat with minus values, then add the following inner bevel
12. Apply cutout 3 one more time. Deselect
13. Add a symmetrical border of 2, click with your magic wand then flood fill with your dark colour, apply the same sculpture effect we've been using, invert and apply the following cutout (cutout 4). Deselect
That's it - we're all done :)
