This is what we will be making
To complete this tutorial you'll need the following supplies

** I used PSP9 for this tutorial, but I'm sure this can be done with any version **
OK - lets get started
1. Open your image, press shift D twice to make two copies then close your original, minimize one of your copies, then resize the other copy to around 200 pixels, apply seamless tiling and minimize.
2. Bring up your other image copy. Add a symmetrical border of 3 (any colour not in your graphic). Click with your magic wand and apply Ulead Art texture. Use the screenshot below to get the settings I used. Do not deselect
Get to your palette ramp, use button marked 1 then choose palette-5. Do not apply
Try to get a pattern similar to mine by going to the button marked #2, then #3, , use button marked #4 to save the setting - to find this setting again just go to load lib :)
3. Invert your selection and apply the following cutout. Deselect
4. Add a symmetrical border of 3 - any colour, click with your magic wand, and flood fill with my glittery gold tile. Sharpen then deselect
5. Add a symmetrical border of 3 - any colour, click with your magic wand and apply the same Ulead Art Texture setting we used before. Select all, then contract your selection by 9 and invert. Apply the clear glass SBP preset, sharpen then deselect
6. Add a symmetrical border of 23 - any colour - click with your magic wand and flood fill with the tile we made in step one. Do not deselect
7. Apply gaussian blur with a radius of 10, then go to adjust>add/remove noise and apply the following settings. Do not deselect
8. Go to effects>distortion effects>spiky halo and apply the following settings (change the colour to compliment the graphic you are using). Do not deselect
9 Apply the following cutout, then repeat with minus values and deselect
10. Add a symmetrical border of 3 (any colour not in your graphic). Click with your magic wand and apply Ulead Art texture. Deselect
11. Repeat steps 4 and 5
12. Add a symmetrical border of 33, click with your magic wand and flood fill with the tile we made in step 1. Apply the same noise settings we used before, then repeat the cutout we used before. Do not deselect
13. Add a raster layer and flood fill it white. Deselect
14. Apply the mask supplied using the settings below
15. Go to selections>from mask to activate your mask, then go to your layer palette and merge your mask group. Do not deselect
16. Flood fill with white again, then apply Ulead Art Texture with the settings we used before. Apply the clear glass SBP preset, sharpen then deselect
17. Apply the following drop shadows - repeat EACH with minus values. Deselect
18. Repeat step 10, then repeat steps 4 and 5
That's it - all done!
