This is what we will be making
To complete this tutorial you'll need the following supplies

** I used PSP9 beta 3 for this tutorial, but I'm sure this can be done with any version **
OK - lets get started
1. Open your image, press shift D twice to make 2 copies. Close your original, and minimize one of your copies. Resize your other copy to around 200 pixels, then apply seamless tiling. Minimize the tile we just made and bring up your other copy
2. Add a raster layer, then flood fill with the gradient supplied using the settings below
3. Now apply the supplied mask with the following settings
4. Go to selections>from mask, then go to your layer palette and merge your mask group. Do not deselect
5. Apply the following inner bevel. Do not deselect
6. Apply the following drop shadow, repeat with minus values. Deselect
7. Add a symmetrical border of 15 (any colour not in your image), click your border with your magic wand, then flood fill with the gradient we used before.
8. Apply the same inner bevel we used before. Invert your selection and apply the following cutout. Deselect
9. Add a symmetrical border of 35 (any colour not in your graphic), click with your magic wand, then flood fill with the tile we made in step 1. Do not deselect
10. Apply gaussian blur with a radius of 5, then apply Mezzoforce (Smooth Ice Setting) with the following settings. Do not deselect
11. Go to effects>reflection effects>kaleidoscope and apply the following settings. Do not deselect
12. Apply the same cutout we used before, then repeat using minus values. Deselect
13. Add a symmetrical border of 15 (any colour not in your image), click your border with your magic wand, then flood fill with the gradient we used before.
14. Apply the same inner bevel we used before, deselect and we're all done!
