
This is what we will be making

Although I've used a mist for this tut - you can get the same effect
from a tube
To complete this tutorial you'll need the following supplies

** I used PSP9 for this tutorial, but I'm sure this can be done with any version **
OK - lets get started
1. Open your image (I'm referring to your tube/mist),
press shift D to duplicate, then close your original
2. Add a raster layer to your image, then drag it to the
bottom and flood fill it with a light colour from your image
3. Apply FM Paint Engine with the following settings

4. Apply FM Tile Tools Blend Emboss twice
5. Still on your background layer, go to
Effects>Illumination Effects>Lights and apply the following settings

6. Go to your image layer and duplicate it. Make
your middle layer active, then go to Effects>Distortion Effects>Punch
and apply with a setting of 50
7. Still on your middle layer, apply a radial blur with
the following settings (those using previous PSP versions can add a
gaussian blur with a radius of 10

8. Now apply the following spiky halo setting
(Effects>Distortion Effects>Spiky Halo)

9. Apply FM Tile Tools Blend Emboss with default
settings, and if you like you can change the opacity of your spiky halo
layer to make it blend in
10. Apply the following drop shadow to your spiky halo
layer - make sure that shadow on new layer is checked

11. Now, you could leave your image as is to use - or
you could go a little further and apply a small frame
12. Add a symmetrical border of 10, click with your
magic wand to activate, then flood fill with the colour that your
spotlight made around itself (this changes depending on the original
colour you used). Do not deselect
13. Invert your selection and apply the following cutout
