Although I've used a mist for this tut - you can get the same effect
from a full image
To complete this tutorial you'll need the following supplies
Ulead Art Texture
FM Tile Tools - here
FM Paint Engine - here

** I used PSP9 for this tutorial, but I'm sure this can be done with any version **
OK - lets get started
1. Open your image, press shift D to duplicate then
close your original
2. Resize your duplicate if needed and promote to layer,
add a raster layer, drag it under your image layer and flood fill white.
Apply Ulead Art Texture following the instructions below

[Click #1 - select ramp 5, then click reset, then click template #3 -
add to you lib to use again]
3. Apply a gaussian blur with a radius of 100
4. Duplicate your Ulead layer. On your BOTTOM
Ulead layer, use FM Paint Engine's Pastel Sponge (one of their
defaults), but in case you've lost yours here is a screenshot

5. Still on your bottom layer, use FM Tile Tools Blend
Emboss with default settings twice
6. Go to your layer palette and change the opacity of
your image layer to Luminance (L). Turn the visibility on your
textured gold layer off, then merge your top gold and image layers
visible
7. Duplicate your image layer, then change the opacity
of the TOP layer to Multiply. Merge visible
8. Turn the visibility of your Gold layer back on, then
change the opacity of your image layer to hard light and merge
all/flatten
9. Add a raster layer, flood fill with black and apply
the mask I supplied with the following settings

10. Merge your mask layer group, then apply PSP's
default drop shadow - do not repeat
11. If you're using the image I supplied, then using
your eraser tool, erase the top of the mask layer so it doesn't hide her
head ;)
